WOMOS Description

Supervises the operation, maintenance, repair, and overhaul of marine power plants, propulsion systems, heating and ventilating systems, and other mechanical, plumbing, and electrical equipment in ships, docks, and marine port facilities; inspects ship's machinery and shipboard equipment; monitors performance of contracts for marine repair and overhaul; supervises loading of fuel, water, and ballast; maintains and records work performed and prepares maintenance reports; when assigned as Marine Engineering Technician or Marine Inspector, inspects vessels and prepares and processes repair orders; may serve as a school instructor; holds qualifying license for command position validated by the Marine Qualification Board of the Army; may serve as a marine engineering instructor. A Lifeboatman is a mariner who is qualified to take charge of, lower, and operate survival craft and related survival equipment on a vessel. A Lifeboatman-Limited is a mariner who is qualified to take charge of, lower, and operate life rafts, rescue boats, and other survival equipment on vessels where lifeboats are not installed. To obtain the National Lifeboatman and Lifeboatman-Limited credential, applicants must satisfy general MMC requirements and a sea service requirement. Applicants must also pass an exam (by oral or other means) and a practical demonstration. The practical demonstration requirement may be met by completion of an approved course, provided the course includes actual practical demonstration of abilities.

The National Designated Duty Engineer Steam/Motor/GT is a qualified engineer, who may be the sole engineer on vessels with a periodically unattended engine room. A DDE is the engineer in charge of a watch in a periodically unmanned engine room. Under the United States regulations, the DDE may serve as a Chief Engineer on domestic vessels of not more than 500grt. The 1000hp and 4000hp DDE credentials are valid only on near coastal and inland waters and the unlimited horsepower level is valid on any waters. Candidates must meet a minimum sea service, training, and exam requirement.

The STCW - Officer in Charge of Engneering Watch (OICEW) or DDE 750 kW/1000 HP or More is the officer on watch in charge of the main propulsion plant of the ship, and of the associated auxiliaries. They are responsible for the safe and proper operation of such units, and for the performance of the duties prescribed in these regulations and by other competent authority. OICEW will also be responsible for power generation and distribution systems and other equipment such as refrigeration plant and pumping and ventilation systems and more.

A designated duty engineer DDE is defined by STCW as the engineer in charge of a watch in a periodically unmanned engine room. Under the United States regulations, the DDE may serve as a Chief Engineer on domestic vessels of not more than 500grt.

The Qualified Member of the Engineering Department (QMED) is the senior most rating in the engine room and also the entry level for any merchant marine Engineering Officers License. Each QMED rating must be endorsed separately, unless one qualifies for all QMED ratings. The STCW - Able Seafarer - Engine is an international endorsement for the National QMED rating. The Board of Certified Safety Professionals (BCSP), Certified Safety Professional (CSP) is an intermediate-level credential for professionals who support workplace safety practices. CSPs conduct worksite assessments, determine risk, measure hazards and controls, evaluate risk and hazard control measures, investigate incidents, maintain incident and loss records, and prepare emergency response plans. CSP candidates must meet experiential requirements that relate to the field of workplace safety. Candidates must pass a written exam.

The Environmental Protection Agency (EPA), DOD/EPA Section 608 Technician Certification (Universal) is a requirement under EPA regulations 40 CFR Part 82, Subpart F, under Section 608 of the Clean Air Act. This regulation requires that technicians who maintain, service, repair, or dispose of equipment that could release ODS refrigerants into the atmosphere must be certified. Technicians that service all types of equipment should be certified as a Universal Technician. Technicians are required to pass an EPA-approved exam to earn Section 608 Technician Certification. Exams must be administered by an EPA-approved certifying organization. There are no eligibility requirements to sit for the exam, but training is available through EPA-approved certifying organizations.

The National Private Truck Council (NPTC), Certified Transportation Professional (CTP) is for professionals with the experience and knowledge to direct and administer a private fleet, traffic, or transportation operation. The National Chief Engineer (Limited) Steam/Motor/Gas Turbine (GT) is the head of the engineering department on a merchant vessel of less than 1600GRT/3000GT and any horsepower (AHP). Chief Engineer’s oversee the engine room and auxiliary equipment, routine maintenance programs, operation of machinery, and auxiliary equipment. They respond to emergencies and report events in the appropriate logs. Additionally, Chief Engineer’s observe engine room repairs and work being done during periods of shoreside maintenance. Candidates must meet a minimum sea service, training, and exam requirement.

The National Chief Engineer/Assistant Engineer Uninspected Fishing Industry Vessels (UFIV) is the head of the engineering department of any tonnage and horsepower. They respond to emergencies and report events in the appropriate logs. Additionally, Chief Engineers/Assistant Engineers observe engine room repairs and work being done during periods of shoreside maintenance. Their duties depend upon the type of ship or vessel and arrangement of the engine department.

They also perform watch standing duties, respond to emergencies, and report special events in the appropriate logs. Engineer’s participate as a lifeboat crewmember and a firefighting and emergency response team leader and report to the Chief and/or First Assistant Engineer. There are several pathways outlined in the licensing documents to obtain a United States Coast Guard license as a Third Assistant Engineer. Candidates must meet a minimum sea service, training, and exam requirement.

The United States Department of Transportation, Federal Motor Carrier Safety Administration (FMCSA), Commercial Driver's License (CDL) is for individuals who drive certain Commercial Motor Vehicles (CMVs). There are three classes of CDLs with endorsements for specialized qualifications for vehicles like school buses, tank trucks, and tractor trailers. The U.S. Department of Transportation requires drivers to obtain and hold a CDL if they operate in interstate, intrastate, or foreign commerce and drive a vehicle that meets one or more of the classifications of a CMV described on the FMSCA website. FMSCA has developed and issued standards for state testing and licensing of CDL holders. These standards require state governments to issue CDLs to certain CMV drivers only after the driver passes knowledge and skills testing that is administered by the state and related to the type of vehicle the driver expects to operate.

Engineers monitor the safe and efficient operation of engineering machinery, conduct routine maintenance and repair of engine room machinery and auxiliary equipment, and observe engine room repairs and work done by shipyard or other contractors. They also perform watch standing duties, respond to emergencies, and report special events in the appropriate logs. Engineer’s participate as a lifeboat crewmember and a firefighting and emergency response team leader and report to the Chief Engineer. The First Engineer is responsible for the engine room when the Chief is not available. There are several pathways outlined in the licensing documents to obtain a United States Coast Guard license as a First Assistant Engineer. Candidates must meet a minimum sea service, training, and exam requirement.

Train Service Engineer. The train service engineer is in direct control of the train while the conductor is responsible for the train and its crew. This credential is a federal regulation for all train service engineers. The regulation is explicit that railroads must initially train and test, and periodically thereafter reeducate, locomotive engineers to ensure that they (1) remain knowledgeable on the physical characteristics and (2) possess train handling skills commensurate for the territory over which they are expected to operate. Since each railroad best knows its own territory, FRA has left the method of training to the discretion of each individual railroad subject to FRA approval. Candidates must pass both a knowledge and skills test. A supervisor must make certain determinations for a person to be considered qualified and, thus, safe to operate over a particular territory.

The United States Department of Transportation, Federal Railroad Administration (FRA), Locomotive Servicing Engineer credential is a designation required for people who work as train operators. In accordance with FRA guidance, individuals who work as train operators are required to demonstrate knowledge of the railroad's rules and practices for the safe operation of trains. Each railroad, prior to initially certifying or recertifying any person as an engineer for any class of train or locomotive service, must determine that the train operator demonstrates the skills to safely operate locomotives or locomotives and trains, including the proper application of the railroad's rules and practices for the safe operation of locomotives or trains, in the most demanding class or type of service that the person will be permitted to perform.

The International Code Council (ICC), Electrical Plans Examiner (E3) is responsible for reviewing plans, drawings, and specifications to determine code compliance for electrical installations or alterations of electrical systems indoors and outdoors including services, conductors, equipment, components, fixtures, appliances, devices, and electrical appurtenances for all types of buildings and structures (residential, commercial, and industrial) with no limit as to voltage or amperage. The Electrical Plans Examiner is also responsible for verification of load calculations and fault current calculations. Candidates for the E3 must pass the Electrical Plans Examiner test.

Chief Engineers manage the safe and efficient operations of all machinery spaces and equipment on board, oversee the engine room, auxiliary equipment, routine maintenance programs, monitor the safe and efficient operation of machinery, and auxiliary equipment, and respond to emergencies, and report events in the appropriate logs. Chief Engineers also observe engine room repairs and work being performed during periods of shoreside maintenance.
