AOC 25A Signal Operations

AOC Description

Commands and manages Signal units or personnel engaged in the installation, operation, administration, and maintenance of wide area communications networks and information systems supporting tactical, operational, strategic, and sustaining base operations. Provides advice and technical direction to commanders, staffs and other command, control, communications, and computer (C4) users, on the installation, operation and maintenance of voice and data communications, teleprocessing operations, and spectrum management which support battlefield automated systems. Plans, coordinates, and supervises the training, administration, operation, supply, maintenance, transportation, security activities, and allocation of resources for Signal units and facilities.

The Electronics Technicians Association, International (ETA-I), Fiber Optic Installers (FOI) certification is for fiber optic technicians. FOIs demonstrate a general understanding of optical fiber installation, connectors, splice performance characteristics, and testing optical fibers. In addition, FOIs are proficient in the installation of connectors on various types of fiber optic cables using multiple types of connectors and can perform mechanical and fusion splicing. Candidates are required to pass both a written exam and a Hands-On Skills Test.

The Electronics Technicians Association, International (ETA-I), Telecommunications Electronics Technician (TCM) is an intermediate-level technician credential for professionals who work in the telecommunications field. TCMs demonstate knowledge of wired and wireless communications basic concepts, applicable to various types of voice, data and video systems. TCM must have knowledge in Cables and Cabling, Analog Telephony, Equipment, Telecom Safety and Mathematics, Transmission Service Providers and Protocols, Distribution Methods, Computer, Digital Telephony, Interfacing, Internet, Network Infrastructures and Topologies, Office Wiring, Wireless Telephony, Test Equipment, Optical Wiring, and Troubleshooting. Candidates must pass a written exam. Candidates that hold a Standalone TCM and later complete the Associate CET (CETa), are eligible to upgrade to a Journeyman CET.

Renewal Period: Lifetime

The Federal Communications Commission (FCC), General Radiotelephone Operator License (PG is a requirement for professionals who maintain, adjust, or internally repair FCC licensed radiotelephone transmitters in the aviation, maritime, and international fixed public radio services. A PG is also required to operate any compulsory equipped ship radiotelephone station operating with more than 1500 watts of peak envelope power and voluntarily equipped ship and aeronautical (including aircraft) stations with more than 1000 watts of peak envelope power. FCC requires candidates to legally reside in the United States and be fluent in the English language. Candidates must pass two written exams.

CSTs demonstrate knowledge in areas including, computer assembly/disassembly, motherboards, processor characteristics, system resources, buses, ports, peripheral devices, physical and electronic memory characteristics, secondary storage devices, and power concepts and supplies. The Computing Technology Industry Association (CompTIA), CompTIAA+ ce certification validates the entry-level computer technician’s competency to perform a myriad of critical IT support tasks. CompTIA A+ ce technicians demonstrate abilities in hardware, networking, mobile devices, operating systems, hardware & network troubleshooting, virtualization & cloud computing, software troubleshooting, security, and operational procedures. Candidates must pass both the Core 1 (220-1001) and Core 2 (220-1002) exams.

The Electronics Technicians Association, International (ETA-I), Fiber Optics Technician (FOT) certification is for the fiber optics professional with an understanding of concepts of fiber optics servicing, troubleshooting, and repairing. FOTs demonstrate knowledge of fiber optic transmissions, cables principal of light, optical fiber characteristics, optical fiber construction and theory, safety and other related topics. The ETA-I Fiber Optics Installer (FOI) certification is a pre-requisite for this certification. Candidates must pass a written exam and a hands-on skills test.

The Society of Cable Telecommunications Engineers (SCTE), Broadband TelecomCenter Specialist (BTCS) certification is for individuals with knowledge in maintenance and troubleshooting of the inside plant facilities and of advanced entertainment, data and voice networks within the headend. Candidates must have a minimum of six to eight years of experience in cable television headend operations. Candidates must also pass a written exam.

The Society of Cable Telecommunications Engineers (SCTE), Broadband Transport Specialist (BTS) is an advanced-level certification for technicians working in the cable telecommunications industry. BTSs are fiber maintenance and transport technicians. The BTS certification aims to identify competency in understanding and delivering signal transport; this includes network headend to hub, also from hub to optical node. BTS candidates are required to have knowledge of fiber optic and microwave system theory, cable system operations, modern telecom video, voice and data products and services, HFC network overview to include optical transport systems, and different cables, optical fibers, and cabling techniques. BTS candidates must pass a written exam.

The Society of Cable Telecommunications Engineers (SCTE), Broadband Distribution Specialist (BDS) is an intermediate-level credential for technicians in the cable telecommunications industry for a cable provider, contractor or vendor. Candidates should be able to perform coaxial network troubleshooting, coaxial network preventive maintenance, and coaxial system design calculations. BDS candidates must have a minimum of five years of work experience in cable television network operations. Candidates must pass a written exam.

The Computing Technology Industry Association (CompTIA), CompTIA Linux+ validates the skills of IT professionals who use Linux+ to manage their enterprises in cloud, cybersecurity, mobile and web administration applications. Computing Technology Industry Association (CompTIA), Network+ ce is an intermediate skill level certification for IT technicians who can describe the features and functions of networking components and manage, maintain, troubleshoot, install, operate and configure basic network infrastructure. In addition, certification holders have a basic understanding of enterprise technologies, including cloud and virtualization technologies. Network+ ce is appropriate for computer network technicians, engineers, analysts and administrators. Although not a prerequisite, it is recommended that CompTIA Network+ ce candidates have at least nine months of experience in network support or administration or academic training, along with a CompTIA A+ ce certification.

Computing Technology Industry Assocation (CompTIA), Server+ is an intermediate skill level certification for IT technical support professionals that certifies the technical knowledge and skills required to build, maintain, troubleshoot and support server hardware and software technologies. The certification focuses on server-specific hardware and operating systems as well as virtualization, disaster recovery and security procedures. Although not a prerequisite, it is recommended that CompTIA Server+ candidates hold a CompTIA A+ certification and has 18-24 months of IT experience.

The Certified Wireless Network Professional (CWNP), Certified Wireless Network Expert (CWNE) is an expert level Wi-Fi certification for the most elite Wi-Fi professionals. The CWNE certification validates that candidates have mastered all relevant skills to administer, install, configure, troubleshoot, and design wireless network systems. Candidates must have knowledge in areas including, protocol analysis, intrusion detection and prevention, performance and QoS analysis, spectrum analysis and management, and advanced design. Candidates must meet experience and other requirements. Candidates must pass four Certified Wireless Network Professional certification exams (CWNA, CWSP, CWAP and CWDP).

The Electronics Technicians Association, International (ETA-I), Wireless Communications Electronics Technician (WCM) certification is a journeyman-level credential for wireless technicians. The WCM certification is targeted toward professionals performing installation, maintenance and repair of mobile and fixed radio communications systems. Candidates seeking the ETA-I WCM credential are required to have a basic education in fundamental electronics and must pass the Associate (CETa) exam before qualifying to sit for the Journeyman level certification exam. However, candidates who hold a valid FCC GROL and either an ETA-I Associate CET (CETa), General Communications Technician - Level 1 (GCT1) or Journeyman CET certification are eligible to rollover to an ETA-I Wireless Communications (WCM) certification.

Computing Technology Industry Association (CompTIA), Security+ ce certification designates knowledgeable professionals in the field of IT security. Security+ ce is an entry-level certification that demonstrates a candidates knowledge and skills required to install and configure systems to secure applications, networks, and devices; perform threat analysis and respond with appropriate mitigation techniques; participate in risk mitigation activities; and operate with an awareness of applicable policies, laws, and regulations. The successful candidate will perform these tasks to support the principles of confidentiality, integrity, and availability. It is recommended that candidates hold the Network+ and two years of experience in IT administration with a security focus.

The Certified Information Security Manager (CISM) is an advanced certification for the individual who designs, builds, and manages an enterprises information security. CISM focuses on information risk management as the basis of information security. It also includes material on broader issues such as how to govern information security as well as on practical issues such as developing and managing an information security program and managing incidents. This certification is targeted toward experienced information security managers and those who have information security management responsibilities. Five or more years of information security work experience, with a minimum of three years of information security management work experience is required.

Cisco Systems, Inc., Cisco Certified Internetwork Expert (CCIE) Security recognizes individuals who have the knowledge and skills to implement, maintain and support extensive Cisco Network Security Solutions using the latest industry best practices and technologies. The Electronics Technicians Association, International (ETA-1), Line and Antenna Sweep (LAS) is a frequency domain reflectometer (FDR) certification. Line and Antenna Sweep candidates must demonstrate knowledge of antenna system commissioning, radio frequency fundamentals, mathematics, coaxial cable fundamentals and installation, RF connectors, antennas, troubleshooting, and frequency domain reflectometer testing, test interpretation and operation. The LAS is a stand-alone certification but may be upgraded to a Journeyman CET by meeting additional requirements. Candidates must pass a written exam and a hands-on skills exam.

The Society of Cable Telecommunications Engineers (SCTE), Broadband Premises Expert (BPE) certification is designed for experienced field technicians who can install and troubleshoot telecommunications services (video, voice, and data) at customers’ premises. Candidates should be able to install and troubleshoot a variety of triple-play installations, from easy to complex, as well as mentor and coach junior employees. Cisco Systems, Inc., Cisco Certified Network Professional Security (CCNP Security) is a professional-level certification for candidates in job roles in security technologies. To earn the CCNP security, candidates must pass two exams: a core exam and a concentration exam of the candidate's choice. The core exam focuses on knowledge of security infrastructure. The concentration exams focus on emerging and industry-specific topics. The Electronics Technicians Association, International (ETA-I), Fiber Optic Installers (FOI-OSP) certification is for fiber optic technicians who work outside the plant. FOI-OSPs can correctly terminate, test, and troubleshoot single-mode fiber optic communication systems, addressing the roles of attenuation, dispersion, and refection and how to identify and troubleshoot each. In addition, FOT-OSPs understand the National Electrical Safety Code (NESC), National Electrical Code (NEC), and all safety conditions specific to the outside plant environment and the applicable transmission equipment. Candidates are required to pass both a written exam and a Hands-On Skills Test.

The Cisco Certified Internetwork Expert Collaboration (CCIE Collaboration) certification is for Collaboration Architects, Unified Communications Architects, or Voice and Video Network Managers who are responsible for the design, implementation, and troubleshooting of complex collaboration solutions. The certification is an expert-level certification that ensures candidates gain knowledge and experience in collaboration solutions integration and interoperation, configuration, and troubleshooting in complex networks and the challenges of video, mobility, and presence as the foundation for workplace collaboration solutions. There are no formal prerequisites for CCIE certification. Candidates must first pass a written qualification exam and then the corresponding hands-on lab exam. Candidates are strongly encouraged to have five to seven years of experience with designing, deploying, operating and optimizing collaboration technologies and solutions prior to taking the exam.

The Electronics Technicians Association, International (ETA-I), General Communications Technician Level 2 (GCT2), certification is a journeyman level program modeled after the private wireless industry communication systems that includes Department of Homeland Security (DHS) guidelines. The GCT2 competency comprises more complex areas which a radio communications technician and/or engineer will encounter in the public safety communications or business/commercial radio fields. Candidates must meet ETA-I's prerequisite requirement to be eligible for the GCT2 certification. Candidates must pass a written exam.

The CompTIA, Cybersecurity Analyst (CySA+) uses continuous security monitoring to apply behavioral analytics to devices and networks to prevent, detect and combat cybersecurity threats. CySA+ certification validates that the professional has the knowledge and skills required to  leverage threat detection techniques and intelligence, find and address vulnerabilities, analyze and interpret data, recommend preventative actions, and successfully respond to and recover from incidents. While there is no required prerequisite, CySA+ is intended to follow CompTIA Security+ or equivalent experience and has a technical, hands-on focus. Candidates must pass a written exam.

The Cisco Systems Inc., Cisco Certified CyberOps Associate (formerly CCNA Cyber Ops) certification is an entry-level certification in the area of cybersecurity. With a focus on basic security principles and concepts, the certifcation is targeted towards associate-level cybersecurity analysts within security operations centers. To earn the CyberOps Associate certifcation, candidates must pass two written exams requiring knowledge in the area of network and security concepts, security monitoring and analysis, and incident response and handling.  Although there are no formal pre-requisities, candidates should have a basic knowledge of computer operating systems and one to three years of experience.

The Electronics Technicians Association, International (ETA-I), Fiber Optics Technician (Inside Plant) (FOT-ISP) credential is for technicians who install fiber optic cabling inside plants. FOT-ISPs service, terminate, troubleshoot, test, splice and fix optic transmission cable, connection devices, links and spans used in premises, LANs, enterprise and data center installations. Prior experience in optical fiber cabling and understanding of optical fiber transmissions basics is recommended. Candidates must understand the National Electrical Code (NEC) safety regulations. Candidates must pass both a written and practical exam.

Cisco Systems, Inc., Cisco Certified Network Professional (CCNP) Enterprise is an intermediate-level certification for networking professionals.  The CCNP Enterprise certification program is designed to validate skills in core enterprise technologies and provide an opportunity to select a focus on emerging and industry specific topics.  To earn the CCNA Enterprise certification, candidates must pass a core exam and a concentration exam of their choosing.  The core exam focuses on knowledge of enterprise infrastructure including architecture, visualization, network assurance, security and automation.  While there are no prerequisites, candidates are recommended to have three to five years of experience implementing enterprise networking solutions.

The Federal Communications Commission (FCC), Amateur Radio Service – Technician Class is the entry-level certification for most new ham radio operators, or those interested in radio technique solely for personal reasons rather than monetary gain. Millions of amateur operators throughout the world communicate directly or through ad hoc relay systems and amateur satellites, exchanging messages by voice, telegraphy, teleprinting, facsimile, and television. In areas where the FCC regulates the services, an amateur operator must have an FCC or Canadian license. The license allows licensees to communicate locally and within North America on radio frequencies above 30 megahertz. In addition, it allows some limited privileges on the HF (also called "short wave") bands used for international communications. Candidates must pass a written exam.

The Federal Communications Commission (FCC), Amateur Radio Service – General Class is for qualified individuals interested in radio technique solely for personal aim and without monetary interest. 29 small frequency bands throughout the spectrum are allocated to this service internationally. The General Class operator license authorizes privileges in all 29 amateur service bands. Millions of amateur operators throughout the world communicate directly or through ad hoc relay systems and amateur-satellites, exchanging messages by voice, telegraphy, teleprinting, facsimile, and television. In areas where the FCC regulates the services, an amateur operator must have an FCC or Canadian license. To receive this license, candidates must pass a written exam.

High

Highly attainable: Credential is related to the duties performed within the military occupation, the minimum education requirement = HS or less and/or minimum experience = 2 years or less experience and no additional requirements.

Medium

Moderate ease of attainment: Credential is related to the duties performed within the military occupation, the minimum education requirement = Associate's and/or prerequisite and/or minimum experience = more than 2 years and less than 10 years of experience.

Low

May be difficult to attain: Credential is related to the duties performed within the military occupation, the minimum education requirement is a Bachelor's degree, and/or minimum experience is 10 or more years.
